RECORD FROM THE ELECTORAL CONGRESS OF WORLD ROMA ORGANIZATION RROMANIPEN

(Parliament of Republic of Serbia, Belgrade, 20-22. April 2012)


1.0 In accordance with provisions of UN’s Charter about content, way of enrollment and managing of the register of international non-government organizations, based on the free will of group of citizens gathered on the Electoral Congress, holding of the Electoral congress of “World Roma Organization Rromanipen” happened.

Initiative board for holding of the Electoral Congress of World Roma Organization in composition of delegations’ leaders from the following countries:

convoked Electoral Congress of “World Roma Organization Rromanipen” on 20th April 2012 with beginning at 10:00h in the Parliament of Republic of Serbia, Kralja Milana 14, Belgrade (Serbia). Jovan Damjanovic, president of the World Roma Organization Rromanipen, after he determined that on the Congress were present all founders, he opened session of the Electoral Congress and proposed for adoption following

1.1 AGENDA:

a) Election of chair-person of Electoral Congress and recorder (tallyman);
b) Objectives and tasks of “World Roma Organization Rromanipen” and adoption of Founding document of “World Roma Organization Rromanipen”;
c) Presentation of Draft of Statute of organization, discussion about Draft of Statute and adoption of Statute;
d) Election of the bodies of “World Roma Organization Rromanipen”;
e) Election of president and 15 vice-presidents of “World Roma Organization Rromanipen”;
f) Presentation of Pre-draft of organization’s Charter, discussion about Pre-draft of Charter and adoption of Pre-draft of Charter of “World Roma Organization Rromanipen”;
g) Miscellaneous.

After Agenda of Electoral Congress of World Roma Organization Rromanipen had been approved, work by the points of Agenda have started.


2.0 WORK OF ELECTORAL CONGRESS


Present founders unanimously adopted that chair-person of Electoral Congress should be Jovan Damjanovic, and recorded Tefik Iseinovic.

Chair-person of Electoral Congress Jovan Damjanoivc held an introductory speech about tasks and objectives of “World Roma Organization Rromanipen” and read to present founders Proposal of the Founding document of Organization, and put it on the voting. All present persons voted for adoption of the Founding document of “World Roma Organization Rromanipen”.

Chair-person of Electoral Congress Jovan Damjanoivc gave a task to the member of Organizational Board of Electoral Congress of “World Roma Organization Rromanipen” Bojana Rnjak to read and explain Draft of Statute, Pre-drafts of Charter and Declaration, and after that chair-person of the Electoral Congress placed mentioned documents for the voting. Draft of Statute, as well as the Pre-drafts of Charter and Declaration were adopted unanimously.

After adoption of decisions, Electoral Congress started with election of bodies of the “World Roma Organization Rromanipen”.

2.1 Jovan Damjanovic from Serbia has been elected for the president of “World Roma Organization Rromanipen”. Mr. Dusan Bajatovic - director of JP "Srbijagas", has been nominated for the special adviser of president Jovan Damjanovic.

2.2 Following 15 persons were elected for the vice-presidents of “World Roma Organization Rromanipen”:

  2. Estref Abduramanoski (Australia)
  3. Mehmed Mujic (Bosnia and Herzegovina)
  4. Isen Gasi (Montenegro)
  5. Veli Huseini (Croatia)
  6. Janardhan Singh Pathania (India)
  7. Valery Novoselsky (Israel)
  8. Gabriela Selam Pato (Hungary)
  9. Ioan Mirescu (Romania)
  10. Pavel Limanskiy (Russian Federation)
  11. Dzevat Sabani (United States of America)
  12. Salih Senturk (Turkey)
  13. Bagir Kwiek (Sweden)
  14. Veerendra Rishi (United Kingdom)
  15. Miroslav Horvaat (Ukraine)

Delegation from the Spain, that was represented on the Congress from side of representatives of FAGIC organization, decided to have a status of observer in period of one year.

2.3 Bajram Haliti from Serbia has been elected for the general secretary of “World Roma Organization Rromanipen”.

2.4 Nedjati Mehmed from Macedonia has been elected for the president of Parliament, and Dorina Azemi From Albania has been elected for the vice-president of Parliament of “World Roma Organization Rromanipen”.

2.5 Parliament of “World Roma Organization Rromanipen” is consisted of representatives of 25 countries present on the Electoral Congress:

2.6 Based on the Article 52 of Charter of World Roma Organization Rromanipen, for 23 commissioners who will manage work of commissariats were elected:

  2. Commissioner for political participation: Prof Dr Harish Thakur (India); members of Commissariat: Larisa Limanskaya (Russian Federation)
  3. Commissioner for reduction of poorness: Dulce Maria Floress (Mexico)
  4. Commissioner for education: Dr Shyam Singh Shashi (India), Dr Gheorghe Sarau (Romania); members of Commissariat: Eynard Gilles (France), Riza Lahi (Albania)
  5. Commissioner for culture and informing: Valery Novoselsky (Israel)
  6. Commissioner for health and family: Ana Popovic (Montenegro)
  7. Commissioner for finances: Pavel Limanskiy (Russian Federation)
  8. Commissioner for gender equality: Jarmila Vanova (Slovakia)
  9. Commissioner for the Roma Decade: Prof Dr Avinash Singh (India); members of Commissariat: Zika Damjanic (Serbia), Vojislav Stojanovic (Italy)
  10. Commissioner for refugees and internal-displaced persons: Bajram Osmani (Italy)
  11. Commissioner for Holocaust: Carla Osella (Italy); for advisor in the commissariat has been nominated Danko R.Vasovic

3.0 Participators of the Electoral Congress greeted with applause election of Jovan Damjanovic for the president of “World Roma Organization Rromanipen”, Bajram Haliti for the general secretary of “World Roma Organization Rromanipen”, Nedjati Mehmed for the president of Parliament of “World Roma Organization Rromanipen”, 15 vice-presidents of “World Roma Organization Rromanipen”, as well as 23 commissioners of “World Roma Organization Rromanipen”.

3.1 Electoral Congress of World Roma Organization Rromanipen was finished on 22nd April 2012 at 16:00h.
