World Roma Organization’s public announcement regarding labeling of 8th April - International Roma Day
Belgrade, 7th April 2013 - Tomorrow will be around the world marked 8th April - International Roma Day. That date was officially accepted as the day of labeling International Roma Day on 1st World Roma Congress that was held in 1971 in London.
However, for these 40 years as we mark this day, did we achieved sufficiently turning the attention of international publicity to our catastrophic position? Obviously not, because Roma position today in numerous European countries is worse and worse, up to the level when our compatriots today need to escape to other countries so that they could find protection for themselves and their families.
We can’t in full blame international community and European institutions for this condition, because during these four decades, and especially in previous ten years, numerous initiatives for solving the problems of Roma community took place. An example could be international initiative “Decade of Roma inclusion 2005-2015” that looked very promising at the beginning, when it offered hope to Roma in South-east Europe that allocated funds will truly mean improvement of their everyday life. However, realization of action plans on states’ level was bellow expected level.
Belgrade, 2nd December 2012 – President of World Roma Organization Jovan Damjanovic and general secretary of World Roma Organization Bajram Haliti participated amongst others on the conference “Learning from the past: the Roma Holocaust” that was organized on 26th November 2012 in European Economic and Social Committee in Brussels, in organization of ERIO, “Europe for citizens”, European Commission and European Economic and Social Committee.

“Respected ladies and gentlemen, I want to greet all present persons and thank to Mr. Ivanov – ERIO’s executive director, as well to other co-organizers for invitation to participate on this significant conference.
With law about protection of German blood was massively executed genocide over the Roma. First in Germany, and then in all European countries occupied by the Third Reich. Decrees, provisions, persecutions, evictions, executions without evidence, crimes for prevention and self-protection, prisons, ghettos, prohibited zones, gas chambers of Auschwitz, experimental scalpels of doctors from Auschwitz, Dachau and Buchenwald and other torture chambers took the lives of 3,500,000 Roma. Shortly, Roma passed Dante’s hell from Vitosa, via Jassy and Auschwitz, to Jasenovac.
Historians forget those 3,500,000 Roma, who disappeared in the smoke of crematories or bonfires built by Nazis. However, it is a fact. In most books about concentration camps – there is not even one line, even a phrase about Roma.
Brussels, 28th November 2012 – On the meeting of World Roma Organization that was presided by president of World Roma Organization Jovan Damjanovic, and briefly talked about issues with which Roma are being faced today, Jovan Damjanovic highlighted that greatest problem at the moment with which Roma are being faced is problem of asylum and readmission.

“Ladies and gentlemen, respected European Union’s officials, since readmission is one of the most painful issues with which Roma community is being faced at the moment, I am addressing you with ask to delay the issue of readmission, because Roma cannot return from countries to which they emigrated, because their homes are now usurped and demolished, and their entire properties are burned and destroyed. As a commissioner for Roma Diaspora in front of World Roma Organization, I underline that one of the crucial issues today is issue of integration in countries in which Roma asked shelter; that rights guaranteed with Convention about work should be offered to them, and that they can enjoy boons of European community like all other European citizens.

President of World Roma Organization Rromanipen Jovan Damjanovic was on 8th November 2012 on the International meeting of Order of St. Lazar in Wien, on invitation of Prof Dr Wolfgang Rohrbach – High Representative of the Priory of Austria for Serbia.
It should be mentioned that on this meeting were present several significant and eminent representatives of Order from many European countries. Prof Dr Wolfgang Rohrbach have first met present persons with important Order’s principles- appreciation of every human being and commitment for the all aspects of human existence, as well as other objectives: engagement for jeopardized and charitable engagement.
President of World Roma Organization Jovan Damjanovic after that thanked to Prof Dr Wolfgang Rohrbach who invited him to this eminent Order’s meeting, as well to all other present persons, and after that he briefly informed present persons with some of objectives and tasks of World Roma Organization Rromanipen. “We will plead to have a right on establishing of our institutions, our cultural institutions, right for learning of Roma language in schools, and that our culture is developed in far more greater manner – said president Damjanovic.”
In further exposure, president of World Roma Organization Jovan Damjanovic highlighted that creation of the Roma educational elite in entire world is one of the priority tasks of our Roma national community. To this end, Damjanovic explained that it is final time for Roma to establish its national institutions. As an example, he stated that in Serbia should be established University, where would be created Roma staff who would have for task and objective to educate educational staff, who would in the final instance support that Roma are educated on mother tongue, which is in deep accordance with European Charter for regional or minority languages from 1992.
Equally, president of World Roma Organization Jovan Damjanovic underlined that one of important conditions for development and integration of Roma national community in entire world is establishing of World Roma Organization’s offices in all countries whose representatives are members of World Roma Organization, amongst whom is also Austria.
Prof Dr Wolfgang Rohrbach – High Representative of the Priory of Austria for Serbia and president of Serbian-Austrian friendship, thanked for exhaustive exposure of president of World Roma Organization Jovan Damjanovic, in which he recognized that between Order of St. Lazar and World Roma Organization there are connecting points, which is condition for reception of World Roma Organization into the Serbian-Austrian friendship. Prof Dr Wolfgang Rohrbach expressed his warmth with idea about establishing of University for Roma national minority in Belgrade, as well with opening of office of World Roma Organization in Wien, and expressed assurances that he will advocate maximally for realization of mentioned proposals.

On Friday 2nd November 2011 in rooms of Primorsko-Goranska Zupanija in Rijeka was held a meeting with County-ruler of Primorsko-Goranska County prof dr.sc Vidoje Vujic regarding Rijeka’s 12th Roma Meetings (that last with following manifestations between 2nd and 5th November).
On this meeting were present: Prof. dr. sc. Respected Ruler Vujic, it is honor to me on behalf of organizational board and in my personal name to salute you most heartily as a president of the Organizational board of 12th Roma meetings, as well as other participators of this meeting, headed by the president of World Roma Organization Rromanipen Jovan Damjanovic.
Establishing of the Council of Roma national minority for Rijeka city – Roma community “Roma unity”, is giving us right to create necessary institutional frame for permanent and joint work of representatives of authority and minorities on improvement of legal-political position of our national minority and on protection of our uniqueness.
According to the Law’s provisions, Councils of national minorities are partners and advisory bodies of state authority, and their representatives participate in deciding about issues of importance for uniqueness of national minorities.
Council of Roma national minority has some independent authorizations in areas that are embraced with Roma Decade: eradication of poorness, as well as solving of housing, health and educational issues. It is about authorizations that are significant for expressing and maintaining individualities of national minorities, and that can be delegated to them by the Law. Exposed solutions are making new approach in domestic and comprehensive legislation and should enable participation of minorities in public jobs that are important for preserve of their individualities.
To successfully realize cooperation between the County and Council of Roma national minority, it is necessary to harmonize a stabile program of objectives, tasks, methods, instruments and time frames, as well as obligations of all partners.
And at the end, respected Ruler Vujic, I would like to ask to find on the level of Primorsko-Goranska County solution for legalization of Roma settlements – of course, on mutual pleasure.

Ladies and gentlemen, very respected friends, as a president of World Roma Organization Rromanipen, former Parliamentary member and president of Democratic left of Roma, allow me to at the beginning inform you about objectives and tasks of World Roma Organization.
We, members of Roma nation (Roma, Sinti and Kale who count approx. 15.000.000) are dedicated to never again be exposed to sufferings, to save future generations of war terror, which twice during our lives inflicted to mankind indescribable sufferings; to again reaffirm faith in fundamental human rights, in dignity and value of human personality, in equality of men and women and small and big nations.
In wish to develop and realize principles from the UN’s Charter, Universal declaration about human rights, Convention about prevention and abolition of genocide’s crimes, International convention about abolition of all forms of racial discrimination, International pact about citizen’s and political rights, International pact about economic, social and political rights, Declaration about abolition of all forms of intolerances and discrimination based on the religion or believes, Convention about rights of children and other relevant international instruments which have been adopted on the global or regional level or those concluded between individual countries members of the UN, as well to create our future by ourselves and to confirm that all people are equal and same, regardless their religion, gender, race or nation, determined to provide to our nation better future, we establishedi n 2012 in Belgrade World Roma Organization Rromanipen on whose Founding congress participated Roma representatives from 26 countries.
I personally believe that initiative about establishing of World Roma Organization Rromanipen is significant for our national community, and that issue of socialization and participation of Roma in all forms of public life is one of key questions of our joint future in the world.
Some of basic objectives and tasks of World Roma Organization are to determine the ground of social security of people (especially unemployed), and commitment that subject of social protection should in first line be children, helpless and elder persons. Other important goals to which World Roma Organization Rromanipen tends are freedom of press, arrangement of equality on legal level, and when it is about Roma – we tend for complete national equality, i.e. that education and development of our culture on mother tongue are enabled in full measure, and that each effort to prevent and disable that right something that should be treated as an active attempt of realization of genocide on cultural level.
We will plead to have right on establishing of our establishments, our cultural institutions, right to get provided learning of Roma language in schools, and that our culture is developed in far more greater measure. That would be in short when it is about our program, principles and objectives of constituting of World Roma Organization Rromanipen.
Professional education was identified as the area in which should be applied standards of equality. Maybe foremost should be developed standards that will provide to Roma equal personal treatment from side of local authorities. That would be first step towards the implementation of equality standard and test of good will are they really wanted to be realized in practice.
At the end, respected Ruler Vujic, since with our Charter is specified that all officials of countries have its offices for sake of realization of Charter, I am asking you to meet our requirements and allocate us an office, so that we could be more efficient in realization of all measures in state of Croatia that indicate respect of rights of members of Roma community.

Respected Mr. Vujic, respected Mr. Mehmeti, at my opinion, basic characteristic of socio-economic position of Roma in South-eastern Europe is low level of economic activity and high unemployment. Low level of Roma economic activities is consequence of social-economic anachronism, prejudges with employers related to employment of Roma and demographic factors (Roma population is extremely young, in which working active population older than age of 15 are approx. 58%). Besides non-differentiated social-professional structure of work force, to high level of Roma unemployment influence also low educational level, increased competition on the work market for non-qualified occupations, as well as requirements of scientific-technological development on which Roma cannot adequately respond.
Factors that determine economic position of Roma include inordinacy of income related to the sorts of job with which majority of Roma is dealing, increase of unemployment level as the consequence of economic crisis and small need on the work market for low-qualified workers. Owing to that, they aren’t in position to enjoy rights that are provided by the measures of social insurance, which further complicates life of already jeopardized families.
Measures of social policy should be realized together with measures that are having for objective giving of new economic authorizations, improvement of level of professional qualifications and housing and health conditions of life of Roma. Such measures can be at the same time understood also as part of wider strategy for decrease of poorness that cares about social consequences of economic transition for jeopardized groups.
Assigning Charter of Roma Community „Roma Unity“ to Jovan Damjanovic
Respected participators of this meeting, I will remind you that World Roma Organization Rromanipen sees in initiative of individual main engine of successful economy. World Roma Organization Rromanipen encourages and supports economic activities of individuals from Roma community, removes obstacles for their initiative and facilitates their participation in international competition.

Respected participators of conference, I will be speaking about possibilities of Roma NGOs for active inclusion into the process of creation of donors’ strategies through education and improvement of communication with donors’ organizations. Those processes are key for further development of NGO sector in Southeastern Europe and wider, and with which World Roma Organization Rromanipen should deal significantly.
Intensive communication between World Roma Organization, Roma NGOs, state and donors’ organizations is basis of their partnership and offering of efficient response to the needs of society. If we turn back to the function of states and donors as investors with their objectives and missions like for example human rights’ protection, protection of members of national minorities, development of local community or ecology and environment protection, than NGOs are truly organizations that possess knowledge and organizational infrastructure to recognize and solve some problems and satisfy needs on the road to realization of those objectives. Non-government organizations are obligated to meet donors with problems that are subject of their work if they want to acquire financial resources for solving of specific problems. In opposite, donors are forced to define priority problems individually. Project proposals aren’t sufficient for active communication between donors and NGOs, but also regular informing about needs and problems, their development and price of their non-realization.

FADIL HRUSTIC, commissioner for Roma Diaspora of World Roma Organization Rromanipen
Respected Ruler Vujic, respected gentlemen, I will be speaking about tasks for motherland and diaspora of World Roma Organization Rromanipen.
As a commissioner for Diaspora I will always insist that in motherland India and countries members of EU, with increased engagement and strengthening of responsibility, should be achieved notable progress in solving of numerous issues of vital significance for Diaspora, especially for preserve of national, cultural and spiritual identity, as well in creating conditions for its versatile inclusion into development and integration of Roma in countries in which Roma live.
Objectives of Commissariat for Roma Diaspora of World Roma Organization Rromanipen are:
• That with establishing of central and regional councils for Diaspora in relevant ministries are created efficient institutional grounds for improvement of connections and cooperation between motherland and Diaspora;
• To decisively raise voice against all forms of discrimination, xenophobia and racism, anywhere in the world, and especially discrimination of members of our nation on the areas of former Yugoslavia republics;
• That motherland support strategic economic projects that lead towards solving of important open questions of existential interest for our nation in exodus;
• To request from relevant bodies of state of India to most-urgently solve all requests for acquiring of citizenship in countries in which Roma live, and to acknowledge them a status of national minority in countries of Eastern and Western Europe, and in countries of Balkans;
• World Roma Organization Rromanipen intends to further support and develop bridges of cooperation with countries in which Roma live and that those bridges become stronger and stronger.

Respected Ruler, I will give my proposal of opinions about on which way should World Roma Organization approach with its policy to solving of health problems of Roma women in Europe.
Health of women is problematic subject, having in mind social-economic factors (poorness, inappropriate nutrition, absence of access to health services) and cultural models (relatively early and numerous childbirths).
Problems with access to health services are also important. That is partially consequence of the cash payment that is required from users - although those payments are relatively small, they are often too high for many Roma. Limited access to health services in some countries derives also from the non-possession of appropriate personal documents and abstract from the Register of births that are necessary for enrollment into the system of health insurance.
Indeed, from this meeting with you Mr. Vujic I expect that it will contribute that Roma health policy penetrate to the County’s institutions and to on the best way put end to the misunderstanding of health problems of Roma in Primorsko-Goranska County.

Ladies and gentlemen, very respected friends, as a president of the Primorsko-Goranska County I want to foremost greet Surija Mehmeti, president of the Council of Roma national minority for Rijeka city, and then president of World Roma Organization Rromanipen Jovan Damjanovic, as well as all you who are present today on this significant meeting that is related to the notation of Rijeka’s 12th Roma Meetings.
We want to develop our society on dynamic potential of our citizens, aware that sometimes we need to confront the passivism. However, we build our policy on attitudes that we consider correct, and not necessarily on attitudes that in current moment have majority support. Thing is that we build future on the positive thing, and not on the most easily available.
Republic of Croatia as a participator of Roma Decade has adopted action plans and Strategy for Roma integration. Decade for Roma inclusion 2005-2015 is an international initiative, first of that kin, within which countries of Central and Southeast Europe committed themselves to, within regional frames, act on improving of social-economic status and inclusion of Roma.
Decade for Roma inclusion includes priority areas of education, employment, health protection and housing. Our government committed itself that it will deal with improvement of position of Roma while taking to consideration key aspects – poorness, discrimination and gender equality.
Roma Decade also has our support ahead of our County, which will give material and professional support for projects of regional cooperation, as well for implementation of national Action plans.
As a Ruler of Primorsko-Goranska County, I plead for solving of problem of legalization of Roma settlements in best way, because that is truly in our mutual interest and our mutual objective.
At the end, I support proposal of Mr. Jovan Damjanovic – president of World Roma Organization Rromanipen, to assign to World Roma Organization office in our County in Rijeka.
WORLD ROMA ORGANIZATION RROMANIPEN APPEALS ON SYSTEMATIC FINDING OF SOLUTION FOR THE ROMA MIGRANTS IN FRANCE
Belgrade, 17th August 2012 – Regarding the expulsion of more than 300 Roma from the camps around Lille, Lyon and Paris that happened last week in France, World Roma Organization with great regret ascertains that actions undertook by the French authorities do not represent discontinuity with the broad criticized procedures of Nicolas Sarkozy’s administration, who expelled in 2010 around 10.000 Roma from France.
We appeal to the president of France François Hollande to follow his commitments from the election campaign and to not perform expulsions and dismantling of camps without prior solving of housing issues of concerned families. In addition, we remind him on the letter from March this year addressed to RomEurope, in which he denounced previous Sarkozy’s policy towards Roma for creation of situation of intolerable precariousness for Roma communities.
What is necessary to do on the level of local communities is systematic solving of question of alternative housing of Roma families before they are expelled, so that they wouldn’t be brought into unenviable position.
World Roma Organization greets idea that was presented today by the French minister of interior Manuel Valls about facilitating of limitations for employment of citizens of Bulgaria and Romania, since the great number of Roma in France is coming exactly from these two mentioned countries.

STATEMENT OF JOVAN DAMJANOVIC, PRESIDENT OF WORLD ROMA ORGANIZATION, REGARDING THE 2nd AUGUST – ROMA HOLOCAUST REMEMBRANCE DAY
Belgrade, 2nd August 2012 – Each year, in Jasenovac on this day are gathered thousands of citizens from all the areas of ex-Yugoslavia, to give respect to hundreds of thousands of camp inmates who were bestially murdered in Fascist’s and Ustasha’s torture place, in Jasenovac and Stara Gradiska.
Camp Jasenovac – that is a part of an enormous system of sufferings and torments; that is a part of chain of European Fascist’s camps that swallowed 18 millions of human lives.
Camp Jasenovac – that is one of the most monstrous creations of Fascism; that is a product of darkest darkness in the history of our nations and nationalities.
Camp Jasenovac – that is a horror and terror of hundreds of thousands of fighters and patriots; that is a torture place of innocent Serbs, Jews and Roma.
Camp Jasenovac – that is our shared sorrow due to 700.000 disappeared Serbs, 120.000 Roma and 24.000 Jews, out of whom remains of more than 500.000 victims were found and counted, while around 200.000 of them took away faint waters of Sava or flames of Jasenovac camp’s gas chambers.
That is a place where everyone can condemn Fascism as a darkest form of rule. That is a place where each man feel a need to give respect to innocent citizens, who despite death threat, did organized resistance and looked for a way out from hell.
Camp Jasenovac – those are graves of: Serbs and Roma, Jews, Croats and Slovenians, Muslims, Czechs and Slovakians and other nations and nationalities, who are here in the rivers of Sava and Drina left forever built into the foundations of our freedom and our determination.
Camp Jasenovac – that is invitation and pledge that we will never and to no-one allow to count us and split us, to divide us by nationalities or religions, to poison our young generations.
Today, like every year, in entire region we give respect to those our sons and daughters who fallen as victims in the camp Jasenovac.

PRESIDENT OF WORLD ROMA ORGANIZATION JOVAN DAMJANOVIC IN VISIT TO PODGORICA REGARDING THE FIRE IN ROMA SETTLEMENT KONIK 1
Belgrade, 25th July 2012 – In fire that occurred on 24th July 2012 at 06 AM on the area of camp Konik 1 in Podgorica, due to great fire burned camp with 38 barracks, by which 150 families and approx. 800 people were left without roof over the head. Luckily, there haven’t any casualties.
Mayor of Podgorica Dr. Miomir Mugosa, regarding this crisis situation, said together with his expert’s team of associates to the president of World Roma Organization Jovan Damjanovic and vice-president of the National council of Roma and Egyptians of Montenegro Senad Sejdovic which urgent measures were undertaken regarding this fire:
- With acceptance of capital and relevant institutions, location for raising of tent settlement had been determined;
- In school Bozidar Vukovic, whose capacity is for 300 persons, were provided conditions for the temporary accommodation of families. Besides that, transportation for all persons who expressed wish for some alternative housing was provided;
- Capital with its communal services cleaned a burned field, and performed a tamping for the raising of tents. In addition, capital provided on the mentioned location public lightning, drinking water and technical water;
- Capital in cooperation with UNHCR secured food for couple of days, and it already entered the process of distribution;
- Ministry of work and social care placed old and infirm persons, as well as children, to the relevant institutions of social protection;
- Health center in Konik is providing adequate health protection for jeopardized persons;
- Police Department is securing the area affected with fire, as well as the remaining part of the camp Konik 2;
- Mayor Mugosa informed president of World Roma Organization Jovan Damjanovic that also members of the Army of Montenegro were put to availability, who participated in setting of the tent settlement. Besides that, high officers of Army visited and offered also other forms of support if that will be required;
- National team of Red Cross for acting in disasters, which counts 25 trained volunteers, participated in raising of tent settlement and they were on disposal both for other ways of help;
- Area affected with fire was visited by the minister of work and social care Suad Numanovic, minister of interior Ivan Brajovic, and in direct contact with operative team was also a vice-president of the Government of Montenegro Dusko Markovic – alias, president of the Coordinating body for permanent solving of problem of displaced persons. In addition, representatives of United Nations and agencies visited area affected by fire and expressed readiness for help. Ambassador in Brussels Ivan Lekovic contacted mayor of Podgorica and informed him that there is an interest of European Commission for this case.
Mayor and other present persons informed president Jovan Damjanovic that this is not permanent, but only a temporary solution with tents that will last only until the autumn, and that later they will temporarily get a housing containers, and that in the process is work on creation of project for the construction of residential settlement, where later, after short period, Roma from the settlement Konik 1 will be transferred into the adequate housing units.
President of World Roma Organization Jovan Damjanovic at the end addressed mayor Dr. Miomir Mugosa and his expert’s team, with expression of deep thankfulness for the maximum commitment of city of Podgorica, relevant ministries and other state’s institutions that in cooperation on quick and efficient way reacted after the fire and set a tent settlement with most elementary conditions for a temporary residence of people. In addition, he supported intention of city of Podgorica about realization of plan for setting of temporary housing containers, while the construction of housing units for Roma from this settlement is not completed.
Besides that, president of World Roma Organization Jovan Damjanovic presented a project that will also be realized in Serbia, called “Economic strengthening of Roma in recycling sector”. With this project would be also opened recycling centers in Montenegro, which is having a great significance both for the city and municipal environments, and for members of Roma community, who will finally have an opportunity to be employed legally and chance to be integrated easier into the mainstream society. Mayor Mugosa, as well as the secretary for communal jobs and traffic accepted this draft of project unanimously, with sincere hope for quick realization of same, and employment of greater number of Roma in Montenegro.
After that, president Damjanovic visited settlement Konik 1, where he offered to Roma all adequate information related to engagement of city of Podgorica and state’s institutions on solving of their problem. He informed them that better and more beautiful future is waiting on them in adequate flats, as well about project of opening the recycling centers.

PRESIDENT OF WORLD ROMA ORGANIZATION JOVAN DAMJANOVIC ON RECEPTION IN THE EMBASSY OF UNITED STATES OF AMERICA IN PODGORICA
Belgrade, 25th July 2012 – President of World Roma Organization Rromanipen Jovan Damjanovic was on reception in the embassy of United States of America in Podgorica, where he spoke with the Head of Political and Economic Section Mr John Cooney and his associates.
At the beginning of discussion, president Damjanovic expressed thankfulness to the USA administration and foremost to Hillary Clinton, who in her public performances said that Europe should pay more attention and create better conditions for the strengthening and integrating Roma in its countries and its municipalities. That represents strong signal to countries in entire Europe, and especially in south-eastern part of the continent, that it is necessary to give to Roma adequate attention in areas of employment, education, health care and adequate housing, as well as in political participation.
President Damjanovic expressed support towards American administration in further flows of cooperation with Roma community, and also expressed a hope in future successful cooperation with World Roma Organization, through specific projects for integration and welfare of Roma community.

PUBLIC ANNOUNCEMENT OF WORLD ROMA ORGANIZATION REGARDING FORBIDDING ROMA CHILDREN TO ENTER MCDOLANDS RESTAURANT IN NOVI SAD
Belgrade, 20th July 2012 – Regarding the case from 10th July, which become known today through the medias, where is stated that children of Roma nationality were forbidden entrance to the McDonalds restaurant in Novi Sad, Presidium of World Roma Organization Rromanipen expresses deep concernment and files a strong protest to the management of the McDonalds’ franchise in Serbia.
Vojvodina was since ever known around the globe as an embodiment of multi-ethnicity and multi-culture, where there wasn’t ever place for discrimination. We are assured that this is not a company’s policy, but regardless that fact, this individual act represents roughest form of discrimination based on the ethnic qualification.
In addition, we are confident that competent bodies will investigate this case, because if statements from this news are correct, by that was according to the articles 6 and 9 of Law about abolition of discrimination of Republic of Serbia performed act of discrimination, which is punishable according to the final provisions from that same law.

PUBLIC ANNOUNCEMENT OF WORLD ROMA ORGANIZATION REGARDING THE BOMB ATTACK ON THE OFFICES OF ROMA PARTY EUROROMA IN BULGARIA
Belgrade, 04th July 2012 – Regarding the bomb attack on the offices of Roma political party EUROROMA in Bulgarian town Sandanski, during which was seriously injured Malin Iliev (59), World Roma Organization Rromanipen expresses deepest concernment for the position of Roma community in Bulgaria.
In a period when European Union encourages political participation of Roma representatives on all levels of authority, it is absolutely unacceptable to frighten with criminal methods political representatives of Roma community in Bulgaria. Freedom of political expression and activity is guaranteed with International Covenant on Civil and Political Rights (Article 19) and European Convention on the Protection of Human Rights and Fundamental Freedoms of Council of Europe (Article 10), and we are reminding that Bulgaria is a signatory of those mentioned international covenants.
We are inviting all relevant authorities of the state of Bulgaria to find as soon as possible perpetrators of this crime, and to brighten a motive for it. In addition, we are inviting state of Bulgaria to act preventive on suppression of all forms of racial discrimination, and to realize more efficiently mechanisms of political and every other integration of Roma community into the mainstream society.

PUBLIC ANNOUNCEMENT OF PRESIDENT OF WORLD ROMA ORGANIZATION REGARDING THE KILLING OF ROMA IN SLOVAKIA
Belgrade, 19th June 2012 – Killing of three Roma and wounding of another two caused great dissatisfaction among Roma in entire Europe. President of World Roma Organization Rromanipen Jovan Damjanovic announced regarding this crime, with expression of deep belief that such events, in the moments when we are being faced with great economic and financial crisis and growing trend of right-wing and ultra-nationalist’s movements, shouldn’t be a permanent appearance in Europe.
Mr. Damjanovic highlighted that after all his meetings with international relevant factors from the European institutions, and among the rest with Thomas Hammarberg, he acquired firm credentials that countries members of European Union will take special care about integration of Roma as its citizens and enable them to establish bridges of cooperation and rapprochement, and that nobody needs to fear of violence.
Regarding these events, president of World Roma Organization Jovan Damjanovic will ask for reception of narrow leadership of World Roma Organization with the prime-minister of the Republic of Slovakia Mr. Robert Fico and discuss about appliance of the Framework convention for the protection of national minorities of Council of Europe from 1995 as well about the constitutional guarantees to the Roma national community.
President of World Roma Organization Rromanipen appeals on the rationality of actual authority of the Slovakian state so that permanent torture over the Roma in Slovakia could be prevented, because after all, Slovakia is also signatory of mentioned CoE’s convention, and as an United Nations member it is also signatory of the Universal declaration about human rights.
Jovan Damjanovic will refer a note to the Commissioner for human rights of Council of Europe Mr. Nils Muižneks in which he will briefly inform him about this atrocious event.

REACTION OF WORLD ROMA ORGANIZATION REGARDING THE RELOCATION OF ROMA FAMILIES IN ROMANIAN TOWN BAIA MARE
Belgrade, 15th June 2012 – World Roma Organization expresses deep concernment and files a protest to the authorities of town Baia Mare due to relocation of approx. 300 Roma families that are moved to the buildings of former chemical factory. According to the present information, at least 22 children and two adults were received in hospital due to intoxication with substances that remained in those polluted buildings.
We strongly condiment decision of town Baia Mare to relocate Roma to the location that in no way do comply with the minimum of standards for a decent life. They had to know previously where they are moving Roma families. What has been done until now is forbidden according to the CoE’s Convention for the Protection of Human Rights and Fundamental Freedoms and United Nations Universal Declaration of human rights.
Similar situation was on the northern part of Kosovo – in Kosovska Mitrovica in 3 camps on the location of former lead mine died 77 persons of Roma origin, mostly due to the complications related to the lead poisoning, while more than 50 women had to be subjected to abortion also due to the lead poisoning.
Relevant institutions in Kosovo needed more than a decade to solve this problem partly. We sincerely hope that this case will be solved under urgent procedure where Roma will be relocated to the locations that are appropriate for housing, so that history wouldn’t be repeated for the umpteenth time.

In addition, we appeal to World Health Organization and UN High commissioner for human rights to urgently realize all monitoring mechanisms and react so that Roma are moved out of mentioned buildings.

AMERICAN LAWYER BARRY FISHER WITH WORLD ROMA ORGANIZATION
President of World Roma Organization Jovan Damjanovic have managed last week between 8th and 11th June in Brussels official talks with world-wide known lawyer Mr. Barry Fisehr from Los Angeles (USA), and on those meetings was achieved total compliance about starting of cooperation that will have for objective two most-important paragraphs when it is about interests of Roma community in the world, and those are:
1. That most-important world institutions for the first time and decidedly acknowledge as a historical fact, that over the Roma, Jews and Serbs in World War II was committed genocide in accordance with the Hitler’s doctrine of Third Reich about the “final solution of Jewish issue and protection of Aryan’s blood”, due to which Roma in countries under the German occupation in Europe, as well in Croatia, where the same racial laws were brought – were generally considered as a lower race that should be eliminated.
2. Compensation claim to countries that were involved into the genocide over the Roma, which was committed in the function of realization of the state policy of those countries, foremost against Germany and Croatia, but also against the Vatican’s bank, which in the light of newfound documents became owner of part of the Roma gold, looted from the victims of genocide.
On four-day’s talks in Brussels, which were managed on behalf of World Roma Organization personally from side of the president Jovan Damjanovic, was present also a president of the Roma community of Romania Mr. Florin Cioaba and his son who is also a president of the Roma tribunal of Romania, Mr. Fadil Hrustic – commissioner for Roma diaspora in the world of World Roma Organization, Mr. Danko Vasovic – advisor of World Roma Organization for the issues of Holocaust and genocide over the Roma in World War II.
Although the topic of compensation to Roma for performed genocide in World War II was in some way present in 1998, when representatives of the World Jewish Congress and state of Israel were managing talks with Germany, Switzerland and Austria regarding the financial compensation of these countries for committed Holocaust, when Roma were also subject of talks – Mr. Barry Fisher, as one of lawyers who personally managed those negotiations in New York and the United Nations’ office at Geneva, informed president Damjanovic that there is absolutely room and that, quite opposite, all conditions are achieved for re-solution of issue of compensation to the Roma community for committed genocide from the following reasons:
Mr. Fisher categorically states that, under his belief, Roma community is for the first time capable for something like that, because it for the first time steps organized with all necessary attributes in sense of legitimacy and legality, since having in mind that Roma in the world are now represented in the World Roma Organization, on whose founding congress were present 26 countries, and in the meantime huge number of countries acknowledged and joined World Roma Organization, with tendency of further growth.
“Mr. Damjanovic, I am honored to having talks with you and I am aware of the fact that your represent all Roma of the world, because I must say that earlier that wasn’t a case which for me, as a lawyer, presents new fact. I must inform you that then process was completed unsuccessfully for Roma community, because disunity appeared owing to the fact that in talks and negotiations came forward individuals who, while allegedly represented Roma in the world, were fought only for their personal interests, which in total resulted with great financial damage to Roma community, and especially damage in historical sense. However, now I am completely aware that situation is different.”
Mr. Fisher highlighted that new evidences about genocide that president Damjanovic and World Roma Organization possess absolutely presents a new moment in entire story, which is why he suggested and potentiated that in shortest term should be opened claim against the countries that participated in genocide over the Roma, while especially stressing Croatia and Vatican’s bank.
“Our priority would still have to be Germany, as a place and country where from everything started with Hitler”, highlighted president Damjanovic, while adding that he is completely aware of terrible crimes which Pavelic and Ustashas committed in Jasenovac and NDH, which resulted in genocide and extermination of Roma in tremendous proportions.
Damjanovic stated: “We respect decision of Council of Europe which for now acknowledged number of 240.000 Roma perished in World War II. However, we know that this number is far more greater, even more than ten times greater, about which we possess documentation, and we will continue to collect new evidences and testimonies around the world with our associates so that we could now, even from this time distance, brighten genocide over the Roma committed in World War II.”
Mr. Florin Cioaba highlighted personal satisfaction that he for the first time feels that Roma community is compact and that it will best realize its interests through the World Roma Organization.
“I am personally thankful for establishing of the World Roma Organization and opening of these issues that are most important for us Roma, and with which we haven’t dealt at all until now – which is a shame” – said Mr. Cioaba to president Damjanovic, and added: “Once, ten years ago, I as a president of the Roma community of Romania, tried to manage a process and sued Germany for committed terrible genocide over the Roma of unimaginable scale in Transnistria. And what happened – then some people attacked me to give up from that, and everything ended when Germans from the embassy told me that for those crimes were responsible state of Romania of that time which was Hitler’s ally. We can extract important messages from that.” – highlighted Cioaba.
Mr. Fadil Hrustic, commissioner for Roma diaspora in the world of World Roma Organization, said among the other things:
“Well people, we are now in position to leave to our children important part of our history that in no way can be skipped. That’s why it is important to continue to endure in this objective, and I accept this mission with full hearth, with wish that our maxima that from now on each Roma should be responsible for the other Roma truly begin to live, because only like that we can make something for our interests. We must first car eabout ourselves, and only later to ask for something from others.” – concluded Mr. Hrustic.
Danko Vasovic, well-known researcher, former advisor of the president of Russel’s tribunal Vladimir Dedijer (Vasovic was his advisor until the end of Dedijer’s life in November 1990, when Dedijer was also a president of the SANU’s Commission for genocide /Serbian Academy of Sciences and Arts/), also highlighted pleasure with meeting in Brussels.
“This is extremely important moral and historical issue for the Roma community, both in Serbia and former Yugoslavia, but also in entire world, and I am glad that I can give my personal contribution to those efforts, because genocide over the Roma besides being minimized since ever and forged, is not only a Roma issue. When we think a little bit better, we will realize that it is also a problem of Europe and world who watched that crime and who still remember it, and foremost of countries who committed it, which could now, after so many decades, make a gesture of recognition in sense of correcting its sins, but also financial compensation, as support and funds that could be used for welfare of Roma community which is extremely jeopardized in Europe, and what is the consequence of genocide committed over the Roma in World War II.” – said Vasovic.
Meeting in Brussels – capitol of Belgium and informal capitol of European Union, was ended with firm agreement that in following two months on the basis of reports of Mr. Fisher will be held a press conference in Belgrade, when Roma community and publicity will be completely informed with details of research and directions of the further activity of World Roma Organization.

Roma asks for compensation from Germany for genocide
World Roma Organization will request compensation from the state of Germany due to genocide that was committed against this nation during the World War II, reveals for “Politika” Jovan Damjanovic – president of World Roma Organization (WRO) and independent Parliamentary deputy in front of the Democratic left of Roma. Damjanovic, who has been re-elected for the president of WRO on the Congress that was held between 20th and 22nd April in the Parliament of Republic of Seriba, explains that objective of this organization is improvements of Roma position in entire world, in education, culture, solving of social issues, employment, integration into the political structures.
“This is first time that so many countries came to the Congress, in total 26 countries from entire world. Roma are interested to have strong organization, with intellectual structure, which will finally work on behalf of Roma nation in entire world. Arrival of numerous countries itself gives trust to this WRO’s Presidium, and it is final time for Roma to start to work in the interest of its nation. Roma from 26 countries confirmed that to me and that’s why they again unanimously indicated trust for position of the president and great responsibility to work in all areas that will enable to Roma community its rights and economic strengthening. Our motto is: each Roma is responsible for each other” – added WRO’s president.
Damjanovic reminds that between 10th and 12th May in Belgrade was held international conference “The Future of the Site of the Old Fairground”.
“With great support of embassies of USA, Israel and Norway: Federation of Jewish communities in Serbia, Heinrich Böll Stiftung, as well as the Open Society Fund. Topic was Hitler’s genocide policy and extermination of nations. We are protesting, because not only I as WRO’s president haven’t been invited, but none Roma or anyone from the Roma community haven’t been invited. I believe that this is completely unacceptable. Victims – of any nationality, deserve truth” – our interlocutor highlighted.
However, as he underlines, they’ve already talked with Ruben Fux – president of the Federation of Jewish communities, and agreed to hold a conference in October about Nazi’s genocide against Slavic nations, Jews and Roma.
“We will request from them to acknowledge genocide against Roma, which is a moral and historical issue, and fair return of properties looted from Roma in World War II, who were subject of official Hitler’s policy of extermination of Slavic nations, Jews and Roma. Besides theirs houses and properties, Roma also had gold, which was removed from them before they had been burned or killed. Teeth were removed, jewelry, ducats were looted…” – tells our interlocutor.
Yet, at this point, Damjanovic can’t give precise assessment and amount of claim from the state of Germany.
“We will announce that only when we complete one huge elaborate and contact institutions that are having some documentation, just like we are having our own documentation. Here we are talking really about huge amounts and we wouldn’t like to go to publicity before we don’t completely study the documentation. We believe that we will realize rights of dead in the interest of their families and descendants” – concluded Jovan Damjanovic.

Therefore, I kindly ask you to until 20th May 2012 deliver to us your ideas in relation to your departments and duties about improvement of position of Roma through the different forms of activity, and within your department and mandate, so that based on your proposals could be created Draft of guidelines for the creation of Strategy for improvement of Roma position in the world, for creation of Unique action plan and proposal of action measures for the realization of strategy.
In addition, we are informing you that until September, based on your suggestions, ideas and proposals, we will arrange a meeting on which will be present commissioners of Commissariats, and when we will share obligations and tasks within the Commissariats. In addition, on that occasion will be created also a Draft of guidelines and Methodology of work that is accompanied with cognitive, exemplar and behavioral methods.
Therefore, please understand this appeal most seriously and send to us in mentioned term your proposals, suggestions and ideas about what your Commissariats should work within its capacities, competences and active activity, so that could be started with creation of Draft of guidelines that will serve as a guide for creation of the Strategy for improvement of Roma position in the world.
In spirit of yesterday’s communication, I want to highlight that each Commissariat should have 5 members – commissioner and four assistants / deputies. Therefore, I ask you kindly once again to send until 20th May together with your proposals and suggestions also a list of persons who would constitute your Commissariat.
